Procurement Service – PhilGEPS

The Procurement Service (PS) was created on October 18, 1978 by virtue of Letter of Instructions (LOI) No. 755 which directed the establishment of an integrated procurement system for the national government and its instrumentalities. The mechanics of the PS system were earlier tested and validated from 1976 to 1978 in an experimental implementation of a centralized form of procurement on a limited basis. On July 28, 1987 the President issued Executive Order No. 285 reiterating the mandate of LOI 755 by abolishing the General Services Administration and transferring the procurement and price monitoring functions of the Supply Coordination Office to the PS.
